TS (Tamiya Spray) is for plastic model kits — paint the outside. PS (Polycarbonate Spray) is for lexan RC body shells — paint the inside. Using the wrong one won't stick properly. Check the can label before you spray.
For model kits, a light coat of primer helps paint stick and shows surface imperfections you can fix before the colour coat. For lexan shells, no primer needed — the PS paint bonds directly to the inside of the shell.
